The Hinemoa Street Car Park is Rotorua’s most centrally located freedom camping site — a designated overnight area tucked at the eastern end of Hinemoa Street within the Government Gardens precinct, immediately adjacent to the Polynesian Spa. For self-contained campervans and motorhomes, it puts you within easy walking distance of Lake Rotorua’s foreshore, the Government Gardens, and central Rotorua, with no camping fee. The site is managed by Rotorua Lakes Council under the Freedom Camping Act 2011.

About the Site
The Hinemoa Street Car Park is a flat, open parking area within the Government Gardens — Rotorua’s heritage precinct that surrounds the Tudor-style Bath House building (now home to the Rotorua Museum, currently undergoing earthquake strengthening). The site’s appeal is purely its location: it sits metres from the Polynesian Spa, a short walk from the Lake Rotorua foreshore, and around 10 minutes on foot from the city centre. There is a constant background sulphur smell, which is characteristic of Rotorua — this doesn’t bother most visitors but is worth knowing if you’re sensitive to it.
The site fills up quickly, particularly during peak summer months and school holidays. Because it operates on a first-come, first-served basis, arriving in the early afternoon gives the best chance of securing a space. With 17 spaces available, it isn’t large, and late arrivals may find it full.
Self-Containment Requirements
Only vehicles with a current Certified Self-Contained (CSC) warrant from an approved certifier are permitted to stay overnight at this site. The warrant card must be clearly displayed in the front windscreen. Your vehicle must be capable of operating independently for at least three days — meaning it holds enough fresh water, manages waste without external disposal points, and does not rely on on-site facilities.
From 7 June 2026, all self-contained vehicles are required to carry a ‘green warrant’ under updated NZ standards. If your certification was issued before this date, check with your certifier whether it meets the new requirements before travelling.
Tents, non-self-contained vehicles, and trailer tents are not permitted at this site. There are no exceptions.
What’s Nearby
The Polynesian Spa is directly adjacent — a logical stop for a soak after a day on the road. Government Gardens is walkable from the car park and worth exploring for its bowling greens, rose gardens, and the Bath House building. The Lake Rotorua foreshore begins at the northern end of Government Gardens, with the lakefront walking and cycling path extending in both directions. Kuirau Park, a free geothermal reserve with hot pools, picnic areas, and bubbling mud pools, is about 1.5 km from the site on foot through central Rotorua.
