Lake Ōkaro is a small lake south-east of Rotorua, off Waimangu Road, with a council reserve, boat ramp, toilets and camping on its shore. It holds rainbow trout and is open all year to fly and spin fishing, and its manageable size and shoreline access make it an easy lake to fish.
The catch is water quality: Fish & Game says Ōkaro can bloom with blue-green algae at any time of year, and LAWA recently showed a warning in effect at the boat ramp. Fishing is best in winter, when blooms are less likely.

What to Expect
Ōkaro is one of the smaller Rotorua lakes. Rotorua Lakes Council says it has poor water quality but is open for recreation, including water skiing, except when health warnings are in place. LAWA notes it is popular for both trout fishing and water skiing.
The lake is known for its restoration work. Ōkaro is where alum dosing to lock up phosphorus was first trialled in the Rotorua lakes, in December 2003, and alum has since been applied regularly. Its trophic level index fell from 5.5 in the early 2000s to 4.5 by 2020.
Blue-green algae warnings have been issued many times, including in 2017, 2019, 2020 and 2023, and LAWA showed a warning in effect at the boat ramp in October 2026. Regional council staff test for algae weekly in summer, but blooms can come and go between tests.
How to Fish Lake Ōkaro
When to go
Both the council and RotoruaNZ say winter is the best time to fish Ōkaro, when there is less chance of an algal bloom. Before any trip, check the current health warnings. Do not fish water that is discoloured, smells unusual or has green or brown particles in it.
Where and how
Shoreline access around the reserve makes Ōkaro an easy lake to fish on foot, and the ramp lets you launch a small boat or kayak.
Fly and spin are both allowed, and soft baits are permitted because Ōkaro is not a fly-only water. Ask at a Rotorua tackle shop or the Eastern Fish & Game office about what has been working.
Getting There and Facilities
- Driving: from Rotorua, take Waimangu Road from SH5 to reach the lake from the north, or Ōkaro Road from the south.
- Reserve facilities: composting toilets, a boat ramp, a ski lane, electric BBQs on a timer, picnic tables and a wildlife area, as listed by the council.
- Walking track: a walking track with boardwalk sections runs around the lake.
- Camping: tents, campervans and motorhomes can camp at the reserve for a fee ($10 adult, $5 child, under 5s free in October 2026).
- Dogs: LAWA says dogs are allowed on a lead. Keep them out of the water during algae warnings.
Rules and Safety
- Lake Ōkaro follows the Fish & Game Eastern Region rules for the Rotorua lakes: open all year, fly and spin only. Check the current regulations for size and bag limits.
- No trout fishing from an unanchored boat within 200 metres of a landmark (a black, yellow and white ringed post or buoy). No more than two anchors.
- No fishing between midnight and 5am.
- Algae is the main hazard. During a warning, Toi Te Ora advises avoiding any activity that involves contact with the water, keeping children away from algal mats and scum, and keeping dogs away from the shore. Algal toxins can kill dogs.
- Watch for water skiers in the ski lane on fine days.
